Coming out of BFA one of the main complaints from the M+ community was that it wasn't a competitive source of gear when compared to Raiding. WebStarting 9.2 gear from M+, conquest pvp or any other activity will be on par with current HC-level gear (or at least it was the case of 9.0 -> 9.1 afaik). So you can definitely catch-up faster with new zone gear in 9.2, but with abundance of current catch-up systems in place in 9.1.5 getting to HC level gear is already quick.
